City Of Cambridge : Police Superintendent Receives Public Service Award andCompletes Doctorate from NYU

Cambridge, Mass., March 3, 2023 – Robert Lowe, Superintendent of Operations at the Cambridge Police Department, was recognized last night with the “Public Service Award” by the Harvard Square Business Association (HSBA) at their annual meeting. The award was presented to him for his dedicated service to the community. Prior HSBA award recipients from the Cambridge Police have included Commissioner Christine Elow and members of the Explosive Ordnance Disposal Unit.

In January, Superintendent Lowe also completed his doctorate in education with a concentration in leadership and innovation from New York University (NYU) Steinhardt. His dissertation, titled "Reducing the Influence of Implicit Bias in a Municipal Police Department," examined how implicit bias impacts police officer decision-making and addressed strategies to reduce its impact. NYU Steinhardt’s EdD in Leadership and Innovation includes a cohort of professionals working together with faculty and distinguished leaders from a range of industries.

“Superintendent Lowe has demonstrated a remarkable passion to learn and grow as a leader and police executive,” said Commissioner Elow. “The recognition by the Harvard Square Business Association is a testament to how he has applied that learning and growth and the type of impact he has made within the department and community.”

Superintendent Lowe joined the Cambridge Police Department in 2001 and oversees the Operations Division of the Cambridge Police Department, which encompasses all uniformed Officers. Lowe has spent the majority of his career in Operations and several years as a Criminal Investigations Unit Detective. A Cambridge native, Lowe is a licensed attorney and graduate of the FBI National Academy, National Preparedness Leadership Institute at Harvard University, and served in the United States Marine Corps. Lowe is a member of the National Organization of Black Law Enforcement Executives, the International Association of Chiefs of Police, and the Police Executive Research Forum.
